Launched recently to attract top global talent, this scheme targets high-income earners and graduates from the world's leading universities. A key feature is that applicants do not need a job offer in Hong Kong before applying. Successful applicants are typically granted an initial stay of 36 months (Category A) or 24 months (Category B & C). Crucially, extension of stay requires proof of having secured employment or established/joined a business in Hong Kong. To be eligible, candidates must meet the criteria for one of the following categories:

Category A: Have an annual income of HKD 2.5 million or more in the year preceding the application.
Category B: Hold a bachelor's degree from a university on the official aggregate list published by the HK government and have accumulated at least 3 years of relevant work experience over the past 5 years.
